It’s true for the tenth Doctor too. His suit was blue if they went forward in time and the brown if they went back in time.
My headcanon for this is that Moffat is secretly an astrophysics nerd and is playing on the idea of Red Shift (the doctor is moving farther away from us, from the present, forward in time while in the future) and Blue Shift (the doctor is moving toward us, foward in time while in the past).
